Schumer Puts Shoulder Behind Wheel To Remove Robert Moses parkway

The Robert Moses Parkway has long been viewed by some as a “concrete moat” between the city and its riverfront, and thus an impediment to potential economic development.

But for just as long, its proposed removal has been mired in red tape according Falls Mayor Paul Dyster.

“Sometimes people call it the ‘Peace Bridge’ of Niagara Falls,” Dyster remarked, in reference to the now decade long debate over building a new international border crossing between Buffalo, NY and Fort Erie, Ont.

On Monday, U.S. Senator Charles Schumer (D-NY) came to Niagara Falls to announce his support for the effort to remove the Robert Moses Parkway between John Daly Boulevard and Main Street and replace it with a park road, improving pedestrian access between the city’s South End tourist district and the waterfront, in hopes of sparking economic growth.

Robert Moses Parkway changes appear unlikely anytime soon

From the Buffalo News:

With the summer tourist season fast approaching, the controversial Robert Moses Parkway between Niagara Falls and Lewiston appears likely to remain unchanged for the immediate future.

The city’s Tourism Advisory Board has endorsed dismantling that section of the parkway, a committee chairman said last week.

But the state Office of Parks, Recreation and Historic Preservation, the lead agency in planning the parkway’s future, still is gathering ideas and residents’ suggestions for what should be done with the roadway.

The Parsons Group, a consulting company, has been retained to present four alternatives but not a specific recommendation.

Over the years, Daniel Davis grew increasingly disturbed and perplexed by the cycle of failed and displaced development initiatives, the flight of industry and the overall economic malaise that inevitably brought his hometown, brimming with so much potential, to its knees.

But family and career responsibilities left him no time for civic involvement.

“I worked and raised a family, like everybody else,” he said. “I really didn’t have time.”

That was until he retired. With his free time and the city’s persistent decline, Davis, now 67, took his gripes and potential solutions— targeting mainly the Robert Moses Parkway and the drab and listless downtown —to the Web.

First, he created a Yahoo Groups page, “Niagara Causes,” but it attracted only four members, so then in 2009 he started a blog called the “Niagara Community Forum,” at niagaraforum. blogspot.com, a more comprehensive and successful effort, with about 14,000 visitors since last April.

Rough road ahead for Robert Moses?

From the Niagara Gazette:

More than 50 years ago, the Robert Moses Parkway served as a modern arterial shuttling motorists along the Niagara River offering sweeping views of the gorge rim and a direct road to the brink of the American Falls.

It was built in a time when Niagara Falls was bustling, small villages and towns to the north were growing and residents desired direct routes to all points in between.

However, in the years since a mounting charge has been led calling for change of the once iconic by-way — and now people are listening.

Moses Parkway poll supports compromise

A significant majority of partisans on both sides of the issue agreed Tuesday that there is hope for a compromise on the future of the Robert Moses Parkway that would please some people but would anger others.

An unscientific poll among 180 people at a meeting in the Earl W. Brydges Public Library showed that 62 percent of them felt a reasonable compromise could be reached somewhere between the extremes of removing the parkway altogether or restoring it to its original concept of a four-lane divided highway along the upper rim of the Niagara River gorge between Niagara Falls and Lewiston.

Moses still on meandering detour

The Robert Moses State Parkway, hailed a half-century ago as a marvel of modern highway engineering that would give millions of motorists a new perspective of the Niagara River and its famous falls, may have become a road to oblivion.

The objective was to provide a fast, efficient and safe way for people to drive rapidly along the river’s edge and enjoy its spectacular views without having to dodge pedestrians or worry about cross-street traffic.

It was a way to open the river’s vistas to drivers and passengers who otherwise may never have been able to find a place to park, and it was free of charge.

The idea of a limited-access, scenic parkway with wide, sweeping curves that wound right through the state park at the brink of the American Falls seemed like an idea whose time had come in the mid-20th century. And it was named in honor of the state’s master builder of the time: Robert Moses.

But a growing chorus of detractors has formed over the last few decades calling for change — and in some cases demolition — of all or some of the parkway, and state officials again are considering what to do about it.

Long-term future of Moses Parkway will be focus of Wednesday meeting

Ways to influence the long-term future of the Robert Moses Parkway between Niagara Falls and Lewiston will be discussed at a meeting Wednesday in the Town of Lewiston.

Organizations with an interest in the parkway have been invited to send one or two people “to present the concerns” of their groups.

The state Office of Parks, lead agency in planning for the future of the parkway, said the purpose of the meeting is to gather information from a range of interested parties “to ensure project decisions will be made with full consideration of public input.”

Dedication to mark Falls park’s anniversary

The yearlong celebration of the 125th anniversary of Niagara Falls State Park — the oldest state park in the nation — will reach a climax on Thursday when State Parks Commissioner Carol Ash dedicates Heritage Park, a refurbished “pocket park” at Main Street and the Robert Moses Parkway, just outside the main park.

Ash will be joined by relatives of Thomas V. Welch, who was the first superintendent of the state park, for the 1:30 p. m. ceremony.

July 15, 1885, was the date on which then-Gov. David B. Hill officially opened the park to the public. Once privately owned, the park property had become a state reservation in April 1885 when Hill signed the necessary bond issue.

Parkway removal bid gains Canadian support

A bid to remove a section of the Robert Moses Parkway has drawn interest from a few groups in Canada.

Several Ontario-based organizations have signed an online petition advocating for the elimination of the 6.5 mile parkway section along the top of the Niagara Gorge between Niagara Falls and Lewiston.

The Niagara Restoration Council, Friends of Niagara Falls, Preserve Our Parks, the Niagara Falls Nature Club and the Bert Miller Nature Club of Fort Erie all have endorsed the Niagara Heritage Partnership’s effort to have the stretch of parkway removed. To date, a total of 81 local, state, national and international organizations have supported the proposal. The list includes 30 Niagara Falls Block Clubs and several of the city’s business organizations.

“This growing international support demonstrates an increasing recognition that gorge parkway removal has high value — for the ecological restoration of the gorge we share and for the economic benefits arising from the natural world,” Partnership Chair Bob Baxter said.
